CAD — Citizens Analyzing Data

The citizen’s technical value (100–0). Created through structured verbal modeling. Measures institutional function, not emotion or opinion.

 

C‑ANA‑DA — The Technical Architecture

The mathematical structure that transforms CAD into GST. Acronym:

  • C → Citizens

  • ANA → Mathematical Transfer

  • DA → Data Added

 

GST — Go / Stop / Terminated

The final institutional classification:

  • G (Go): 100–80

  • S (Stop): 79–60

  • T (Terminated): 59–0

Measures efficiency of public money.

DA — Data Added

Complementary internal case data provided by the citizen: waiting times, visits, documents, narrative evidence. Not statistics or external indicators.

IPU — Institutional Proportionality Unit

The structural unit that expresses how much internal efficiency (E, from CAD) becomes external wellbeing (W, from CPI) through the Universal Law W = k·E. IPU is not a coefficient: it is a measurable institutional magnitude that connects internal and external values within the same proportional system.

ANA — Mathematical Transfer

The mechanism that converts CAD into GST. Ensures neutrality, clarity, and replicability.

 

W = k·E — Universal Law of Institutional Proportionality

Explains the relationship between institutional friction (k) and efficiency (E). Used to understand proportionality inside public services.

 

k — Institutional Friction

Represents the resistance or difficulty within a public service. Higher k = more friction.

 

E — Institutional Efficiency

Represents how well a service functions. Higher E = clearer, more consistent service.

 

CPI — Consumer Price Index

Used only in the universal law W = k·E. Not used in CAD, CANADA, or GST.
